We bought this along with just the case, and we took out the stuff inside the old one and that is working fine, so we haven’t programmed this one but we will try down the road in order to have two working remotes

I programmed the remote, not by your instructions for my 2002 Avalon, but by old instructions I had for my 2001 Avalon.  The few differences:  In No, 3, I pulled the key out of ignition once, not twice.  Then I toggled lock switch on the door 5 times, not in your instructions, but in mine.  I opened & closed car door once as in No. 6 of my instructions, and not twice in yours.  I toggled lock switch 5 times, not in your instructions, but in mine.  After inserting the key into ignition, I didn't close the door as in No. 8 in your instructions, but not in mine.  I switched ignition on twice, as in my instructions, and not once as in No. 9 in yours.  After removing the key from ignition, door locks cycled to confirm programming entry.   Steps 12 &13 of both instructions were the same, and door locks cycled to confirm programming.  Your instructions in No. 14 to open the door, while No. 15 in mine told me to close the door to complete programming.  Mine worked.
