Saved me a bundle when compared to the dealership. I had the local locksmith cut them (The local Lowe's wouldn't do it) and I found instructions on the internet. If you are programming a 2007 Highlander use the instructions that are inserting and removing the key 5 times and opening an closing the door 6 times, not the instructions that involve pushing the gas and brake at the same time.

I followed Rob from Idaho Falls instructions to program my 2007 Toyota Matrix for the two new keys.  Both keys now work perfectly.
Just a note:  waiting for 60 seconds seems like an eternity.  During that interval the Security light will be blinking as normal; after 60 seconds it goes out.  (Some other instructions said the Security light would come on steady, but apparently not when using this procedure.)
